Mod Descripton: 

The aim of this mod is to handplace items from
Oscuro's Oblivion Overhaul that are only on
levelled lists in the world, making the Deadric
Dai-Katana, for example, static, but keeping the
availability in accordance with OOO's general risk
vs. reward ideal, i.e. keep it as balanced as
possible.

My plan is to keep this as an open beta project,
placing one item at a time and updating the mod as
it's done. So it will take a while before it's
done.
