Mod Descripton: 

This is a pluginless replacer consisting of meshes
and textures to
replace the original default Morrowind heads and
hairs, to include 
both the Tribunal and Bloodmoon expansions.
However, only Morrowind
is required. This pack covers Bretons, Dark Elves,
High Elves, Imperials,
Nords, Orcs, Redguards, and Wood Elves with
alternate packs for the Orcs
and vampire heads.

Some benefits of using a pluginless replacer are
less conflicts, 
no gmsts, and it frees up plugin slots. It also
will replace any heads
in new mods that weren't given unique heads so
you'll never see those
original Morrowind heads again.
