Mod Descripton: 

Have you ever wished to use the enchantment of the
Boots of Blinding Speed without having to wear a
pair of Netch Leather Boots that simply did not
fit together with the rest of your armor (or in
the case of the beast races, could not wear at
all)? Or perhaps you were turned of by the low AR
and their tendency to get destroyed in fights?

Well, now is your chance. Once you have the Boots
of Blinding Speed just go to the Mages Guild in
Caldera and speak to Folms Mirel, the Dunmer
Enchanter, about "Boots of Blinding Speed" and
he'll offer to transfer the enchantment from the
boots on to a belt. The only problem is he'll need
a really big soulgem to store the enchantment
while he's transferring it. And no, a Grand
Soulgem is not enough.

Why a belt? Well, the nice thing about belts is
that you can wear any clothes or armour you want
over them so it's not forcing you into a specific
style. With the Blinding Speed enchantment you
probably also want a item that you can put on and
it stays on so belt beats rings. And finally an
amulet would prevent you from wearing another
amulet and there are plenty of quality amulets in
the game but very few belts. So a belt it is.
