Clean jaxawiers imperial armor fix

Morrowind only 1.6.0.1820

Cleaned with tespcdv031 and tesame

Tried to make it balanced but obviosly it is
intended for higher level.
Compared to similar armor at high level like
daedric,ebony or glass it 
isn´t to bad in comparision.The stats used are in
the readme.

Why? Everyone who do the imperial legion,and
forced to either carry
some kind of imperial cuirass with them,or use
crappy imperial armor
have use for something like this.Even as imperial
dragon you get pestered with "where is your
uniform?" from higher ranks officers.
And frankly I think "lords mail" are crap.
To sum it up,imperial armor now gets stats wich
suits a high officer.
